INSERT_BOUNDARY_WIRE_LUTS
Enables wire lut insertion for boundary ports in the given partition (the partition is named by hierarchy
path). This ensures that the inputs and outputs can have their locations preserved, which is useful for
partial reconfiguration and compiling a design containing a blackbox.
