Managing VRRP via the CLI

The VRRP CLI syntax has been changed from an approach where VRRP was con-
figured per (VLAN) interface to an approach where VRRP instances are config-
ured as a common router service. Entering the configuration via both meth-
ods has been supported since WeOS v4.9.x. When storing the configuration,
WeOS v4.13.x uses the new (router service) style.
