If <dcs> indicates that 8‐bit or UCS2 data coding scheme is
used, each 8‐bit octet is converted into two IRA character long
hexadecimal number. For example octet 0x2A is converted as
two characters 0x32 0x41.
Note: In both cases if status of the message is 'received unread', status in the
storage changes to 'received read'.

Send Message +CMGS
For both PDU mode and text mode, the execute command sends a message to the network.
Test command returns the OK result code.

Parameters and Values PDU Mode
<length>
Length of the PDU to be sent in bytes, excluding the SMSC address octets.

After command line is terminated with <CR>, the device responds sending a four
character sequence prompt:
<CR><LF><greater_than><space> (IRA 13, 10, 62, 32)
and waits for the specified number of bytes.
