0..255 - used as a bit field:
bit 1:
0 - normal priority
1 - high priority
bits 2 to 7: reserved for future use
bit 8:
0 - clear message after a delay
1 - wait for user to clear message
<text> - text to be displayed to user

0 - Character sets defined by bit 1 and bit 2 are enabled
