b1=0 & b0=0 -> SMS-DELIVER (in the direction SC to MS)
b1=0 & b0=1 -> SMS-SUBMIT (in the direction MS to SC)

The <vp>parameter is stored in E2P using the AT+CSAS command. The default value
can be restored using AT&F.
