Note 1:
The MT internally executes all commands necessary for selecting the desired file,
before performing the actual command.
Note 2:
The range of valid file identifiers depends on the actual SIM and is defined in 3GPP
11.11 [9] (or 3GPP 51.011 [13]). Optional files may not be present at all. This value
must be in the range [0 – 65535] else a "+CME ERROR: 3" is returned.
