SIM applications should take into account that early implementations of SIM
application toolkit may have coded this field differently, because of an inconsistency
between the content and the coding of this element in previous versions of 11.14.
The SIM is able to identify Mes that are using the coding described above by
evaluating the indication "BCCH Channel List coding" in the TERMINAL PROFILE
command.
