One and only one window is always selected. The selected window has the focus; this means that
all window-specific key presses apply only to that window. You can tell which window is selected
by the thick green border around it. If a window is not selected, its boundary is gray.
If a window in a multi-window display is zoomed, it is still outlined in green. If there is only one
window, the green outline is not used. This allows the user to distinguish between a zoomed
window and a display with only one window.
The selected window is local to each Measurement. Each Measurement remembers which window
is selected. The selected window for each Measurement is remembered in the Mode state.
When this key is pressed with Help open, it toggles focus between the table of contents window and the
topic pane window.
