periodically write
status messages to the
vmkernel log. The
messages provide state
analysis on the paths,
targets, and adapter. It
differs from throttle in
that throttle stops the
driver from spamming
the logs on a very high
frequency failure.

0x0 = bring up link
0x1 = do not bring up

0x2 = never bring up link
